Brief Description of PSU/School/Dept
The Mark O. Hatfield Cybersecurity & Cyber Defense Policy Center is a National Center of Academic Excellence in Cyber Research. The center convenes scholars, managers, and policymakers from across Portland State University and beyond to train future leaders and translate research findings into effective policy. We achieve these goals through multi-disciplinary, multi-sector, and multi-stakeholder curricular and research partnerships. PSU is one of three founding institutions for the Oregon Cybersecurity Center of Excellence (OCCoE).
Position Summary
The Program Manager is responsible for a number of key objectives that are critical to the Oregon Cybersecurity Center of Excellence. This position will support the Non-credit Professional Certificate in Building Cyber Resilience for Oregon’s state, local, special districts, school districts, tribal governments or organizations, and nonprofits. This program provides continuing education about cyber risk assessment and management, connecting Oregon’s employees to each other and to resources. The Program Manager will support the Certificate by assisting the PI and Sr Project Manager in planning and implementing projects and programs related to the Certificate. They will be responsible for and collaborate on drafting and planning materials, recruiting and outreach, planning events at conferences and on-site events throughout Oregon, and administrative support.
Duties and responsibilities include:
- Administer and adjust timelines and work plans for the year to achieve program goals with support of the PI and Sr Project Manager.
- Determine participant program completion, including developing or refining the assessment processes, collecting information on participant efforts and recording program completion outcomes with instructors.
- Co-develop with partners to organize on-site events throughout Oregon, including tabletop exercises and other educational workshops and events
- Manage and create relationships with new partners, including through attending conferences and other in person and online events to meet stakeholders around Oregon, and one on one meetings and communications
- Regular review of program budget, working with SPA, program PI, and Sr Project Manager to suggest and make adaptations.
This position is open only to PSU AAUP academic professionals. The AAUP cba Article 17 Section 11 refers.
Minimum Qualifications
- Intermediate knowledge and expertise in concepts, principles and practices of designation field obtained through a Bachelor’s degree and 2 to 4 years of professional experience within project management and functional areas (Eg. Cybersecurity)
- Ability to complete assignments through application of well-established principles and practices
- Experience building impactful relationships with internal and external organizations
- Strong writing, presenting, interpersonal and public relation skills
- Demonstrable commitment to promoting and enhancing diversity
- Experience in managing events/summits, coordinating people, content and logistics
- Ability to problem solve based individually or in partnership with multiple stakeholders
Preferred Qualifications
- Professional communication skills as demonstrated through the letter of application and resume
- Demonstrates strong skills in interpersonal and written communication, including drafting and editing with competencies in Google and Microsoft Suite
- Experience in prioritizing and managing projects and deadlines, professional experience in a team context, and the ability to initiate and proactively problem-solve
- Demonstrated experience in managing events/summits coordinating people, content and logistics
- Proven experience problem solving in multiple types of situations

Salary is dependent on several factors, and new employees will typically start around the Q1 level to allow for later growth within the salary band. PSU has a structured process for determining starting compensation, taking into account years of related experience, applicable skills, knowledge and abilities, market parity, and internal equity.
The starting annual salary for this position will be between $54,684 and $67,632 based on 1.0 FTE (between $27,342 and $33,816 at .5 FTE). The salary may be negotiated above this range, dependent upon the factors above, the budget of the hiring department, and approval from HR.
