Job Title: Project Manager - CBRN Responder Application

Location: Hybrid/Local Remote VA, DC, MD area, with Occasional Travel

Citizenship: US Citizenship

Exemption Status: Exempt

Salary: US market data minimum $100,000 - $125,000 maximum wage range. You will receive a competitive total rewards package that is applicable to the U.S. only. The salary range may vary based on experience, skillset, and geographical location.

The Project Manager will support the Chemical, Biological, Radiological, and Nuclear (CBRN) Responder application, a critical tool for responders in managing and responding to CBRN incidents. The Project Manager will coordinate various program activities, manage communications, engage stakeholders, and provide operational support to ensure the effective implementation and maintenance of the CBRNResponder applications. This role requires a background in project management, excellent communication skills, and the ability to work in a dynamic environment.

Qualifications and Education Requirements:

  • Bachelor’s Degree in Emergency Management, Public Administration, Information Technology, or a related field.
  • 5+ years of project management experience in a government or emergency response environment, with a focus on CBRN or related field is a plus.
  • Proficiency in project management software and tools such as Jira, Azure DevOps, or similar platforms.
  • Ability to anticipate, analyze and mitigate project risks.
  • Experience representing users and software stakeholders in the role of Product Owner with experience prioritizing features and functions to be built by a development team.
  • Experience with product communication and training, both in-person and virtual.
  • Experience operating as a cloud or web application product SME.
  • Excellent oral and written communication skills, including experience with social media management, report writing, public communications, and working with senior government officials.
  • Proven experience managing projects of similar scope or industry.
  • Experience leading cross-functional teams and remote teams.
  • Analytical mindset for resolving challenges efficiently.
  • Ability to inspire, motivate and guide team members.
  • Must be a U.S. Citizen.

Certifications (Preferred):

  • Project Management Professional (PMP) or equivalent certification highly preferred.
  • ScrumMaster (CSM) or PMI ACP preferred.

Job Duties:

Key Duties and Responsibilities:

1. Project Management

  • Provide comprehensive program and product support to the FEMA CBRN office on behalf of the RadResponder, ChemResponder, and BioResponder steering groups.
  • Participate in steering committee calls.
  • Conduct regular meetings with stakeholder groups and the FEMA Program Manager to ensure alignment and progress on key initiatives.
  • Guide development planning based on government stakeholder priorities and architectural runway.
  • Must be able to learn system applications and assist development team with troubleshoot technical issues.
  • Experience with Azure DevOps highly preferred.
  • Guide and assign project staff activities.
  • Create change plans, prioritize feature backlogs and maintain customer expectations.
  • Prepare and review documents, plans, policies, and briefings as requested, ensuring accuracy and compliance with federal regulations.
  • Participate in project and program coordination meetings, contributing to the overall success of CBRN response efforts.
  • Provide operational support during emergency operations and exercises, as directed by the FEMA technical Point of Contact (POC), and assist the National Watch Center in managing CBRN incidents.
  • Participate in rotating 24/7 on-call support as part of the CBRN Product Team.
  • Maintain and update program plans, as well as Outreach, Training, and Exercise schedules, to ensure all activities are executed on time and within scope.
  • Provide regular reports on program activities, including weekly status updates and summary of important events and developments.
  • Ensure all program activities adhere to scope and federal regulations, following FEMA CBRN processes to request any necessary changes to scope or schedule.

2. User Support and Engagement

Communications and Social Media:

  • Maintain and update the Communications/Social Media Plan for the RadResponder, ChemResponder, and BioResponder steering groups, following FEMA policies and under the guidance of FEMA CBRN office and FEMA External Affairs.
  • Post weekly updates to the CBRNResponder Network's social media accounts, including Facebook, Twitter, and LinkedIn, to keep the community informed and engaged.
  • Disseminate information to end users regarding pending and completed equipment manufacturer integrations, ensuring they have the latest information and resources.
  • Maintain an updated, accessible list of integrated manufacturers and equipment for end users.
  • Produce and distribute monthly Community Newsletters and quarterly Community initiatives articles, providing updates on recent enhancements, upcoming events, and new or novel uses of the Network.
  • Update job aids and training materials as necessary to ensure the SLTT response community has access to the most current information and resources.
  • Conduct training on the CBRNResponder platform.
