Responsibilities


Position Summary

The Flight Operations Technical Program Manager assumes a pivotal role in the company's flight operations efficiency and safety. Leveraging extensive technical expertise, this role drives the enhancement of PSA policies and procedures through proactive communication and collaboration. The Flight Operations Technical Program Manager leads the development and implementation of innovative communication strategies with pilots, ensuring continuous improvement and alignment with industry advancements.


Job Responsibilities

  • Responsible for reviewing and elevating policies and procedures within the Flight Operations Manual, ensuring alignment with industry best practices.
  • Guide the creation, updates, and distribution of operational advisories, station bulletins, and customized chart requests.
  • Responsible for creating and maintaining strategically critical Pilot Guides for airports and regions with high operational risk.
  • Analyze airport-related matters and construction projects, furnishing valuable insights to Flight Operations leadership and the PSA Safety Department.
  • Lead the assessment process for the seamless integration of new or returning stations into the PSA route structure.
  • Ensure compliance with essential checklists and procedures to support operational integrity.
  • Develop effective and precise Flight Operations Bulletins and Alerts as necessitated by operational urgent needs, contributing to the efficient and effective dissemination of critical information.
  • Develop and refine printed and electronic courseware, resource guides, playbooks, and work instructions, ensuring the Training Department and Safety Teams are apprised of all changes.
  • Identify operational challenges and propose solutions for continuous process enhancement.
  • Audit Program Participation: Share responsibility and participate fully in operational audit programs, including the prestigious International Air Transport Association (IATA) Operational Safety Audit (IOSA), reflecting their commitment to regulatory compliance and industry excellence.
  • Forge and maintain positive relationships with various departments such as Pilot Line Operations, Inflight, Maintenance, OCC, and Safety, fostering a collaborative environment that enhances operational efficiency and ensures continued alignment as policies and procedures change over time.
  • Lead initiatives involving the Jeppesen Ground Controls platform, coordinating the addition and removal of airports to align with PSA's operational needs.
  • Mentorship and Training: Offer guidance and support to new members of the Flight Ops Tech Pilot team, aiding in their onboarding and development within the organization.
  • Responsible for the Company's Security and Safety Management System (SMS) and associated Safety Risk Management and Safety Assurance outputs.
  • Performs other duties as assigned.

Position Specifics


Qualifications


Required

  • High School Diploma or equivalent
  • At least 3 years’ experience in safety, dispatch, or flight operations in a Part 121 environment
  • Demonstrated knowledge of 14 CFR, Part 121 regulations, flight operations, and associated policies/procedures
  • Experience with programs such as Microsoft Word, PowerPoint, Excel, FrameMaker and Adobe Acrobat
  • Strong technical writing skills
  • Ability to speak/read/write in English.
  • If hired, must be able to demonstrate that you are authorized to work in the US.

Preferred

  • Associate or Bachelor’s degree
  • Commercial pilot certificate
  • Prior experience with PSA Airlines as a pilot
  • Air Transport Pilot Certificate with CRJ Type rating
  • Prior captain experience in the regional airline industry
  • Experience with industry audits such as IOSA
  • Experience as a Flight Instructor and teaching complex subjects – this helps contribute to training development needs.

Delegation: In absence, responsibilities delegated to the Manager of Flight Ops Policy and Procedures.

Authorities: None

Supervisory Responsibility: This is not a supervisory role.

Work Environment: This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, telephones, photocopiers, facsimile machines and filing cabinets.
