We are in search of an OSINT (Language Enabled) Analysts Team Lead (OLEA TL) to help lead the day-to-day operations of the Leidos OSINT Analysts Team in support of the Defense Intelligence Agency (DIA)/Open-Source Integration Center (OSIC). The OLEA TL will serve as an Open-Source Collection and Reporting Subject Matter Expert (SME), leading these facets of the Leidos staff's support to DIA/OSIC's OSINT production on behalf of the Defense Intelligence Enterprise (DIE). The Leidos effort consists of four main tasks: collecting and reporting, technical TCPED solutions/infrastructure, governance/training/tradecraft, and program management. As our OLEA TL, you will be providing collection and reporting leadership and management to our collection and reporting team who operate out of Joint Base Anacostia-Bolling AFB, Bethesda, MD; Reston, VA; Patrick Space Force Base, FL; and coordinate/collaborate with OSINT SMEs throughout the DoD and IC. You will work closely with your subordinate team, the Leidos PMO, and Government Program Management Staff.

Responsibilities Include:
The successful schedule, and performance of the OLEA Team
Serve as a point of contact for Government Technical Points of Contact (TPOCs) and Leidos PMO
Directly contribute to program efforts in several areas, including cost management/avoidance, schedule estimation and tracking, contract performance management, risk management, requirements analysis, and quality assurance activities
Ensure proper performance of tasks necessary to ensure the most efficient and effective execution of the OLEA Team
Develops and maintains SOPs to standardize collection and reporting processes
Enforce compliance with DOSC, DoD and IC Policy and Instructions
Provide oversight of technical collection using managed attribution systems
Create and implement technical collection plans
Ensure reporting meets or exceeds OSIC’s reporting standards
Provides programmatic input considering operational priorities
Supports Task Order leads overseeing the resolution of technical and management issues that adversely impact successful product delivery
Assist the Leidos PMO as needed, focused on identifying and supporting internal and external dependencies
Clearance Required:
Active TS clearance with the ability to obtain and maintain TS/SCI with Polygraph.
Required Experience, Skills, and Education:
Bachelor's degree with 12+ years' experience in OSINT or 10+ years of experience with master's degree
Experience in leading and managing OSINT Collection and Reporting Teams
Management of teams accomplishing technically challenging work
Demonstrated ability to participate in cross-functional planning, coordination, and task execution
Preferred Experience, Skills, and Education:
Ability to work inclusively with people from many different disciplines and cultures with varying degrees of technical experience
Experience with working in a dynamically evolving environment as a member of a diverse, collaborative and often dispersed team
PMP or equivalent certification
Experience with DIA Open-Source Intelligence Reports (OSIR)
Experience with the collection or analysis of open-source data on real world problems
Experience with both quantitative and qualitative analysis of communications
Experience using methodologies or models to identify trends, patterns, relationships, and/or anomalies within large datasets
Experience with data normalization
Excellent verbal and written communication skills
Ability to multi-task, work, and establish positive customer relationships in a dynamic, fast-paced environment
