Position Description: The Logistics Analyst for the Property Management Team applies and performs analysis and critical thinking skills to facilitate the review and improvement of the policies, procedures, and processes in the management of tangible Government Personal Property (GPP) at NAVSEA. The GE-R property segment lead will primarily be focused on supporting all property management responsibilities pertaining to the GE-R property segment, however the GE-R property segment lead may be called upon to support other property segments. At times, the GE-R property segment lead may be called upon to evaluate IT systems and to perform the application of domain knowledge to improve the financial reporting capabilities of General Equipment, Operating Material & Supplies, Ordnance, Navy Working Capital Fund Supply Management Inventory, and Internal Use Software in Navy Enterprise Resource Planning (NERP) for NAVSEA. The Logistics Analyst will be responsible for querying NERP and other business logistics applications to generate GPP data for analysis to support Client Property Management mission objectives, produce inventory reports, and lead efforts for their assigned property segment which may include but not be limited to the tasks identified as a property management responsibility. Additionally, the GE-R property segment lead will demonstrate a basic operational knowledge of military or commercial logistics systems and will follow guidelines established by the Client or Department Head which will require application of basic operational knowledge to facilitate the development, revision, or implementation of inventory procedures and systems for the NAVSEA enterprise.
Roles and Responsibilities: As a member of the Property Management Team, the GE-R property segment lead will provide on-site and virtual technical support through the application of subject matter expertise to assist NAVSEA in the Program Management and Systems Administration of Navy Enterprise Resource Program (NERP) - Asset Management, Material Management, and Inventory Warehouse Management (NERP AM/MM/IWM) modules. The GE-R property segment lead roles and responsibilities will include but are not limited to execution of the following tasks:
  1. Perform data analysis of information contained in NERP Databases. This may include all types of property and inventory (General Equipment, Operating Material and Supplies, Ordnance, Government Furnished Property, Internal Use Software and Navy Working Capital Fund Supply Management- Inventory).
  2. Contribute to the oversight and management of key supporting documentation for all accountable property recorded in the Accountable Property System of Record (APSR). This includes accurate capturing, maintaining, reviewing and consistent monitoring of existing property records.
  3. Contribute to the development and updating of policies, processes, and guidance for accountability of all NAVSEA Enterprise property.
  4. Coordinate, collect, consolidate, and perform testing of property records to validate the existence and completeness (E&C) of mission critical property required to support financial statement audit readiness.
  5. Perform data reviews to ensure mission-critical property is properly accounted for in the APSR. This includes identifying processes, internal controls, or system deficiencies impeding success and assisting NAVSEA in developing plans to remediate those impediments.
  6. Provide Inventory Management support to NAVSEA Enterprise through delivery of hands on or remote training, and job aids as required.
  7. Query Defense Logistics Agency Disposition Services (DLADS) databases, Navy ERP, and Naval Supply Systems Command (NAVSUP) One Touch for property that is available for "free issue" or property requiring accurate valuation.
  8. Contribute to the implementation of policies, procedures, processes and guidance for the management, oversight, and testing of Navy Working Capital Fund Supply Management (NWCF-SM) Inventory.
  9. Contribute to development and sustainment of the NAVSEA Property Management SharePoint Website and the Property Community of Practice Working Group.
  10. Contribute to the development of expertise across the NAVSEA enterprise by providing knowledge transfer in NERP Property Modules functionality and usage through promotion of training provided by NERP web-based, on the-job training and the Defense Acquisition University training catalogs.
  11. Collect, analyze, and communicate information in various vehicles and forums for property management utilizing Microsoft and similar analytical tools.
  12. Participate in the review of new NERP system releases, as requested, prior to, during, and after release to assist NAVSEA in implementation of correctly functioning software.
Assist Client and Department Head with administration of SharePoint site collection, development of Microsoft Power Platform solutions, and other related Property Management efforts as directed.
Salary Range: $80,000 - $110,000
