JOB SUMMARY

The Technology SME - IT Project Manager manages complex projects from planning through delivery. Liaises between project members, cross-functional teams, external vendors, and other stakeholders to ensure deliverables, requirements, schedules, cost, and meeting plans are communicated in support for the U.S. Army Intelligence and Security Command (INSCOM), located at Ft. Belvoir, Virginia.

ESSENTIAL FUNCTIONS

  • Responsible for serving as a SME - IT Project Manager supporting Headquarters INSCOM G6, by providing a full range of IT project management support while performing tasks in accordance with (IAW) the Program Management Institute (PMI) guidelines and directives.
  • Responsible for overseeing all aspects of the development and implementation of assigned multi-agency or enterprise-level projects, obtains authorization and commitment, and demonstrates business needs and project feasibility.
  • Manages IT projects and programs that will vary and include large- and small-scale Military Construction (MILCON) projects, IT enterprise services projects, IT communications/networking projects, software and hardware upgrade projects.
  • Manage complex project and program plans and schedule, provide technical advice on critical paths and establish milestone development.
  • Conduct project meetings and is responsible for documentation, briefings, statements, spreadsheets, reports, and conducts tracking and analysis.
  • Develops criteria for evaluating programs, proposals, and other pertinent information related to project assignments.
  • Plan project stages, define project scope and objectives, and initiate, manage, and monitor progress to meet deadlines, standards, and cost targets.
  • Develop detailed work plans, schedules, project estimates, resource plans, and status reports.
  • Interface with all areas affected by the project, including end users, computer services, and client services at all audience levels, from the user to the Commanding General.
  • Develops project controls and risk management procedures.
  • Manage the integration of vendor tasks, track, and review vendor deliverables to ensure adherence to quality standards of project deliverables.
  • Establishes key metrics and KPIs that will measure progress towards achieving Project Management Branch, program and project management goals.
  • CONUS and OCONUS travel may be required.

EDUCATION AND EXPERIENCE

  • BA/BS in a business or IT-related field
  • 10 years of IT project management experience with a Master’s degree.
  • 12 years of IT project management experience with a Bachelor's degree.
  • 14 years of IT project management experience in lieu of a degree. (Government Waiver Required)
  • Requires Project Management Professional Certification (PMP). Minimum 5 years of experience post certification.
  • Additional ITIL, ITSM, Agile, SCRUM, Structured Cabling, Network, or Systems Certifications Registered Communications Distribution Designer (RCDD) preferred.
  • Required Security Clearance TS/SCI
  • Army experience highly preferred.

Knowledge:

  • In-depth understanding of project management methodologies such as Kanban, Scrum, and Agile.
  • Advanced knowledge of project management principles and methodologies specific to the industry or organization.
  • Expertise in risk management, quality assurance, and resource allocation strategies.
  • Understanding of regulatory requirements and compliance standards relevant to the projects being managed.
  • Highly proficient in problem-solving techniques and data analysis.
  • In-depts familiarity with project management tools and software.
