The Role:
The Proposal Manager is a key member of the Business Development and Capture team. This role is responsible for developing and implementing proposal strategies that align with the company's business objectives. This role involves analyzing Requests for Information (RFIs) and Proposals (RFPs), managing proposal plans, writing proposal sections, writing white papers / marketing materials, ensuring compliance and quality, and maintaining effective communication with stakeholders.

The ideal candidate will bring a strong background in proposal management and the ability to lead subject matter experts (SMEs) and key members of functional teams to support the development and execution of proposal strategies and content to secure new business opportunities.

Key Day to Day Responsibilities
Proposal Strategy Development:
  • Develop and implement comprehensive proposal strategies that align with the company's business objectives and enhance the probability of winning bids.
  • Collaborate with business development, project teams, and technical teams to understand market trends and client needs to shape effective proposal strategies.

RFI and RFP Analysis and Understanding:
  • Analyze Requests for Information (RFIs) and Proposals (RFPs) and other solicitation documents to understand requirements, evaluation criteria, and compliance needs.
  • Identify key win themes, differentiators, and competitive advantages to be highlighted in proposals.
  • Compile and submit questions to clarify solicitations.
Proposal Planning and Management:
  • Develop detailed proposal plans, including timelines, responsibilities, and resource allocation.
  • Coordinate and manage the proposal development process, ensuring all milestones and deadlines are met.
  • Lead proposal kickoff meetings, progress reviews, and final approval meetings.
Compliance and Quality Assurance:
  • Ensure all proposals comply with RFP requirements, including format, content, and submission guidelines.
  • Conduct thorough reviews and quality checks to identify and address any issues or inconsistencies.
  • Implement and enforce best practices and continuous improvement processes to enhance the quality and competitiveness of proposals.
Stakeholder Communication and Management:
  • Serve as the primary point of contact for internal and external stakeholders regarding proposal matters.
  • Communicate proposal status, risks, and issues to senior management and other relevant parties promptly and transparently.
  • Negotiate and manage relationships with external partners, subcontractors, and vendors involved in the proposal process.
Technical Proposal Writing:
  • Take ownership of our AI proposal tool, Rohan AI, and utilize successfully for opportunities
  • Contribute to the writing and development of Technical and Introduction Volumes of proposals as part of a team.
  • Assist in developing technical sections of federal government proposals, ensuring clarity, technical accuracy, and compliance.
  • Work closely with Solutions Architects, Subject Matter Experts, and operations staff to collect data required for the development of proposal volumes.
  • Write, edit, and revise proposal materials in coordination with technical and proposal personnel to ensure accuracy.
  • Ensure the technical and price proposals are aligned.
Additional Responsibilities:
  • Analyze solicitation requirements (RFI, RFP, etc.) and participate in solution meetings.
  • Lead and participate in color team reviews.
  • Participate in continuing quality improvement initiatives.
  • Manage proposal content library within the AI proposal tool and collaborate with the vendor on ongoing training and management of the tool.
Qualifications:
  • Education: Bachelor's Degree in Business Administration , English, Marketing, Engineering, or a related field. Master's degree preferred.
  • Clearance: ability to obtain a US government clearance
  • Experience: Minimum of 5 years of experience in proposal management, capture management, or business development, with a proven record of accomplishment of securing small / large-scale federal contracts.
  • Expertise in Proposal Methodologies: Demonstrated success in managing proposals, with familiarity in Shipley and APMP methodologies, specifically within the federal government contracting space.
  • Communication Skills: Excellent writing, organizational, and communication abilities.
  • Technology Proficiency: Experience with proposal desktop publishing.
  • Other technical skills required include Word, Excel, SharePoint, Adobe Acrobat, Power Point.
  • Strong understanding of proposal development processes and best practices.
  • Excellent analytical skills to interpret RFP requirements and develop winning strategies.
  • Exceptional project management skills, including the ability to manage multiple proposals simultaneously.
  • Superior written and verbal communication skills.
  • Strong leadership and team management capabilities .
  • Proficiency in proposal management software and tools.
  • Detail-oriented with a commitment to excellence.
  • Ability to work under pressure and meet tight deadlines.
  • Highly organized with strong problem-solving skills.
  • Collaborative and able to work effectively with cross-functional teams.
Preferred Qualifications:
  • At least 3+ years' experience in proposal management, ideally within the Federal HR, HR IT, and the general IT services sector.
  • 5+ years of proposal writing experience in response to Federal Government RFPs, RFIs, white papers.
  • Has successfully led captures and proposals for federal and/or state agencies ranging from $10M to $100M+.
  • Certifications and Training in Shipley and/or APMP, CF
  • Demonstrated understanding of the Shipley methodology and the procurement process for commercial or federal agencies for compliant proposals.
  • Demonstrated understanding of win themes, proposal concepts, and the business development lifecycle.
  • Demonstrated understanding of the Federal market and government proposals.
  • Experience writing technical, management, and staffing proposal volumes.
  • Experience generating content for new business development materials.
  • Demonstrated experience managing proposal resources including technical writers and proposal coordinators.
