We have an exciting opportunity open for a Pressure Regulation Program Manager in Maumelle or Fort Smith, AR.

POSITION SUMMARY:

The Pressure Regulation Program Manager directs, administers and manages all duties and responsibilities associated with pressure regulation compliance across all of Summit Utilities operations in 6 states. They will have multiple direct reports that can be local or remote from their location. They will be a lead role model and contribute to the development and improvement of this function under the direction of the senior manager of measurement and regulation.

PRIMARY DUTIES AND RESPONSIBILITIES

  • Responsible for supervision and operational activities of the measurement and field operations in various states in SUI
  • Development and management of regulator station testing, and inspection programs and policies based on state and national codes and industry best practices.
  • Provides leadership with an emphasis on safety by regulating system pressures adequately, ensuring proper over-pressure protection, and assisting with odorization as needed.
  • Provide reporting on compliance with regulator testing and inspection program requirements.
  • Assist procurement as needed to develop strategies to ensure the necessary supply of regulators to support the company’s interchangeable equipment programs, maintenance, and growth needs.
  • Perform data analysis and act as SME for regulator performance discussion such as Material Standards Committee, Integrity Management Plans, AARs, etc.
  • Work with regulatory bodies and language to align regulatory testing programs as much as practical.
  • Work with integrity management, engineering and operations to develop prioritized station replacement recommendations where necessary.
  • Schedule removal of regulators for evaluation and replacement
  • Develop regulator change out program(s) if needed.
  • Develop internal manual or SOPs to document company policy, procedures, and preferences around M&R field operations.
  • Stay informed on new regulator, relief valve, and monitoring technology and industry standards, and assess for utilization at the Company.
  • Help define and maintain recordkeeping/data via ERP programs, reports, and other 3rd party programs as needed.
  • Develop and oversee calibration schedules of equipment used in M&R field operations, such as pressure gauges, provers, pressure testing equipment, etc.
  • If quality issues are found, work with the vendor(s) to find a resolution and determine necessary remediation steps for the company.
  • Be a liaison between operations, our supply chain alliance partner, and the manufacturing reps to order and purchase regulators and associated devices.
  • Review invoices from various vendors, oversee shipping, receiving, billing and regulator transfers, stock to stock, junk, etc.
  • Work with Sr. Manger of M&R to develop budgets and provide feedback reporting to groups such as engineering and FP&A.
  • Conduct performance evaluations, develops employees, administers constructive feedback, provides employee guidance, counsels, and maintains proper documentation, as necessary.
  • Monitor and identify training and development needs for employees, while planning, budgeting, and facilitating these needs.
  • Plan, budget, monitor, control, and report on expenditures in area of responsibility.
  • Communicate corporate and departmental goals, promote, and facilitate goal setting and monitor goal progress.
  • Maintains knowledge of and adherence to Company, safety, and departmental policies.
  • Review and analyze workflow processes/procedures to ensure efficiency, accuracy, and timeliness.
  • Prepare oral and written reports and presentations as required.
  • Resolve customer complaints in a timely and constructive manner.
  • Investigate and respond to various internal inquiries generated by claims, customer service, and regulatory complaints.

SECONDARY DUTIES AND RESPONSIBILITIES

  • Other duties as assigned by Sr. Manger Measurement and Regulation.
  • Assist and lead odorization efforts as assigned.

POSITION QUALIFICATIONS

EDUCATION AND WORK EXPERIENCE

  • Bachelor’s degree required, engineering or engineering technology degree preferred.
  • 4 years of natural gas experience; experience in engineering or operations preferred, M&R experience is ideal.
  • Supervisor experience preferred but not required.

KNOWLEDGE, SKILLS, ABILITIES

  • Strong practitioner of all safety principles associated with dealing with natural gas.
  • Strong demonstrated mechanical aptitude required.
  • Strong skills in project management and technical writing.
  • Must exhibit excellent verbal and written communication skills.
  • Ability to operate a variety of equipment and machinery such as testing devices, pressure gauges, pumps and hand and power tools required.
  • Ability to communicate effectively with all levels of management, vendors, and coworkers is paramount.
  • Ability to learn and adapt quickly in an on-the-job training environment.
  • Must be able to read and comprehend written directions, instructions, and technical manuals.
  • Ability to follow company procedures.
  • Proficient computer skills required, especially excel worksheets.
  • Knowledgeable of natural gas utility industry preferred.
  • Knowledge of state and federal pressure regulation codes.
  • Self-motivating.
  • Team player.
