Job Description: Provide recommendations for modifications to the operating models across the agency to realize efficiencies and support and enable the workforce to better accomplish the agency’s mission. These include Human Resources (HR) operating models, enterprise-wide, and other mission-centered models across the enterprise, and within specific HR Management (HRM) Directorates and Divisions. Plan and executes the collection, cleaning, and analysis of data, and facilitate the identification of key takeaways and recommendations in support of various strategic planning sessions, including strategy development efforts, performance and process improvement efforts, and other organizational priorities. Obtain data for, support crafting the narrative of, and help develop and deliver reports for client meetings and presentations. Develop work plans, schedules, and other required materials related to the overall effort. Facilitate the development, review, and quality assurance and control of client deliverables, including reviewing deliverables produced by more junior team members. Coordinate calendars, attend meetings, and collect, review, and disseminate meeting minutes and notes. Track deadlines and the development, review, and delivery of client deliverables. Develop and maintain knowledge of industry processes, trends, and best practices. Determine and validate the scope of future state services and customer segments. Define how services will be delivered to HRM staff and customers; for HR, this could include self-service, shared services, centers of expertise, and HR business partners. Identify and implement opportunities to optimize sourcing, recruiting, and hiring strategy and operating model for all vacancies and future staffing needs. Identify effective ways for the agency to identify and attract new candidate pools to meet staffing needs and diversity recruitment goals. Identify and implement opportunities to increase lead, applicant, and employee engagement. Identify and implement opportunities to streamline applicant processing.
