Job Summary

This position will work with the Grants and Contracts Team. The mission of Grants & Contracts is to support IIE teams in delivering outstanding programs while making sure we are in compliance with regulations and sponsors' requirements. Grants & Contracts accomplishes this mission by providing excellent service, by building trust and communicating openly, and by empowering IIE team members in compliance. We strive to be accessible, resourceful, and reliable subject matter experts.

This role supports the lifecycle of a portfolio of awards, providing contractual and compliance guidance to program implementers. S/he is regarded as a subject matter expert with regard to complex contractual & grant compliance and internal policies & procedures.

Essential Functions:
• Advises IIE team members on compliance-related processes and interpretation of related contractual language.
• Reviews and negotiates awards and amendments. Drafts, reviews, and negotiates subawards and amendments. Liaises with IIE internal stakeholders and clients on compliance-related issues. Supports the systematic closeout of awards in the portfolio. Identifies, recommends, and/or implements changes to process or templates to improve these processes.
• Serves as subject matter expert for a specific grants and contracts-related topic. Develops related tools and resources to build internal capacity and drive organizational compliance with IIE policy and client requirements.
• Reviews complex proposal budgets and budget narratives. Reads and compares solicitation or other client budget instructions to that budgeted costs are allowable and in accordance with client regulations and IIE policies. Recommends and negotiates changes as needed.
• Develops departmental process improvements by developing tools, templates, and procedures.

Job Requirements:

Education and Work Experience:
• Requires a Bachelor's degree and at least five years of related work experience, or combination education and experience.

Required Knowledge, Skills and Abilities:
• Experience supporting compliance with the terms of contracts or related funding instruments; preferably for those funded by the US government.
• Working knowledge of pertinent regulations including OMB Uniform Guidance (2 CFR 200).
• Effective interpersonal and communication skills. Ability to recognize and analyze difficult situations and to take appropriate action.
• Experience analyzing financial documents and processes and interpreting contractual requirements and grants, operating instructions, policies, and procedure manuals.
• Proficiency with Microsoft Office Suite. Ability to maintain confidentiality for sensitive issues and projects.
• Strong negotiation skills.

Preferred Knowledge, Skills and Abilities:
• Demonstrated training experience preferred.
• USAID experience preferred.
• Working knowledge of Federal Acquisition Regulations (FAR)

Preferred Knowledge, Skills and Abilities:
• Experience processing payments and/or making international travel arrangements, preferred.
• Demonstrated knowledge working with Microsoft Dynamics 365 CRM and Power BI, a plus.

Salary and Benefits:

Salary Range:$90,314 - $109,190. A candidate’s salary is determined by various factors including, but not limited to, relevant work experience, job-related knowledge, skills, abilities, internal organizational equity, and geographic region.
