The Program Manager (PM) will be responsible for the successful execution of the program, including quality and efficiency that encompass both technical issues and business processes. The PM is a representative of the company and shall have organizational authority to execute the requirements and serves as the senior authority on the program/contract. In this role, the PM will provide direction, prioritization, coordination, and conflict resolution while managing project teams that accomplish project objectives. The Program Manager will also oversee communications and required reporting to ensure both compliance and relationship building with the end customer as well as ensuring that program deliverables and deadlines are met. In addition, this position will provide leadership and guidance for all contractor personnel and be responsible for culturally assimilating all personnel into the desired OSC Edge customer first culture.

Responsibilities
Organizes, directs, and manages contract operation support functions, involving multiple, complex and inter-related project tasks
Manages a multi-disciplinary team of technical and support staff for Government customers in the information technology domain
Maintains and manages the client interface at the senior levels of the client organization
Meets with customer and contractor personnel to formulate and review task plans and deliverable items. Ensures accurate, crisp, and clear communications are provided to the OSC team, including subcontractors, and our customers.
Ensures conformance with program scope, budget, task schedules and performance
Establishes clear roles, responsibilities, lines of authority, communications, and accountability among contractor staff in their interaction with their government counterparts
Identifies staff development and training needs and ensure that training, and hands-on assistance is available to raise the talent/skill level of contract and client staff as appropriate
Implements and provides guidance related to processes and policies, oversees the work of operational staff, and prioritizes projects and activities
Directs and oversees an organization's planning function to promote organizational effectiveness
Provides strong leadership, including mentoring staff to improve processes, procedures, and standards based on programmatic needs
Supports and utilizes best practices in program and project management
Oversight on special projects and activities
Performs other tasks as required by OSC and the Government contracting office
Required Qualifications/Education and Experience
Bachelor's degree is required or equivalent experience (preferably in Information Technology, Information Management, or Cyber Security)
Must have a PMP Certification
Ten (10) or more years' intensive and progressive experience working in IT or engineering industries
Prior experience managing 12 or more IT professionals and financial success of the organizational unit
Strong ability to manage multiple priorities, resources, customers, and managers with a focus on consistency and accuracy
Prior experience as senior-level project manager with a demonstrated ability to lead
Must have expert knowledge of a variety of computer software applications such including MS Project
Excellent written and verbal communication skills are required
Strong ability to work with all levels of management
Must have and maintain a Top Secret personnel clearance and must be eligible for a TSSCI
