Job Purpose/Summary: The Specialist, Process Safety Management is responsible for coordinating and assisting in the implementation of Plains’ Process Safety Management (PSM) Program elements for the operating areas assigned, assuring the program, related processes, and procedures conform to OSHA’s Process Safety Management (29 CFR 1910.119) standard. Additionally, this position comes with the option of a hybrid work schedule, combining working in our Houston office with working remotely. Job Responsibilities: Participate in Management of Change (MOC) for facility changes for areas of responsibility Partner with Operations to ensure adherence to Plains’ MOC Process Coordinate the implementation and maintenance of the Process Hazard Analysis (PHA) 5-year schedule for facilities, including but not limited to: budgeting, vendor selection, AFE management, scheduling, logistics, and report filing Facilitate small scale PHAs, such as what-ifs and informal risk reviews, for facility changes Assess the severity of process safety events and categorize according to API RP754 Lead and/or assist in process safety incident investigations, perform root cause analysis, propose corrective actions, and prepare resulting investigation reports Establish and lead MOC and corrective action review meetings with accountable leaders at agreed to frequency to support continued resolution as per PSM standard Assist in closure of action items from incidents, PHA’s, audits etc. Coordinate the implementation and maintenance of the PSM audit practice for assigned facilities, including the planning, participation, documentation filing, and management of recommendations Provide PSM expertise for capital projects in assigned facilities Conduct site visits verifying PSM compliance. Job requires 50 percent plus travel. Knowledge, Skills, and Experience: Required: Bachelor’s degree in Engineering, Safety or Environmental science with at least 5 years of industry-related job experience Alternatively, at least 5 years of industry-related Operations experience Intimate knowledge of OSHA PSM and EPA RMP regulations. Working knowledge of petroleum storage and processing facilities Competence in facilitating small scale Process Hazard Analyses (PHAs) for facility changes Experience leading or participating in root cause analysis for process safety related incident investigations Ability to build positive working relationships with operations and maintenance personnel Read, write, and speak English fluently Excellent computer skills, including Microsoft Office Suite and industry applications Maintain c ompliance with the company’s Drug & Alcohol Policy Valid driver’s license with a clean motor vehicle record (MVR).
