OIC CAREER OPPORTUNITY The Office of the Insurance Commissioner’s (OIC) Intake Unit is seeking a motivated and qualified individual to fill an Intake Analyst (Functional Program Analyst 3) position . This position is assigned to the Legal Affairs Division, located in our Tumwater office. This position supports the mission of the agency by applying knowledge of industry practices, products, and operations. This individual will examine and evaluate the conduct of insurance producers, unauthorized insurers, pharmacy benefit managers, and other regulated entities when complaints of alleged fraud or misconduct are received by the unit. The Intake Analyst must independently gather evidence, conduct subject matter research, maintain case continuity through meticulous record keeping, analyze complaints for predication of insurance code violations, and make evidence supported recommendations on when further investigation is warranted. The monthly salary range for this position is $4,987 - $6,705. DUTIES The duties of the position include, but are not limited to: Respond to all investigative requests and inquiries received by the Intake Unit via the OIC website, telephone, in writing, email, and in person. Analyze and respond to complaints made by internal and external sources against insurance producers, unauthorized insurance companies, pharmacy benefit managers, and other regulated entities. Triage regulatory misconduct complaints to identify high priority cases and determine next steps to be taken. Create and maintain electronic case files that will move forward to investigation when predication of an insurance code violation exists. Gather facts and evidence from multiple sources, conduct interviews, review insurance practices, licensure, forms, contracts, service agreements, and other documents. Maintain chain of custody related to gathered evidence and log all activity for case continuity. Identify and interpret the applicable statutes and regulations within the Insurance Code relative to the allegation(s) and make recommendations as to whether additional, in-depth investigative action is warranted or recommend an alternative resolution for the complaint. Present cases to the investigations management team in which you identify predication of an insurance code violation and/or recommend that OIC launches an investigation. QUALIFICATIONS Combination of six (6) years of professional work experience through degree completion, professional private or public sector work on one or more lines of insurance, ensuring compliance with governmental statutory and regulatory requirements, and/or reviewing legal documents, forms and/or contracts. Intermediate level Microsoft Office Suite skills – Word, Excel, and Outlook. Basic level Acrobat Adobe skills. Preferred/Desired: Demonstrated ability to plan, prioritize, and organize workloads to meet deadlines. Demonstrated ability to be on the job and a be a productive team member in a busy unit with deadlines and seasonal workload issues. Have a focus on customer service with compassion and professional communication skills as well as data entry and document review with an attention to detail. Additional years of experience as a licensed insurance producer/agent in the United States. Regular, sustained retail or regulatory experience with some or all of the following: (a) life insurance and annuities; (b) disability insurance, which can include Medicare Advantage, prescription drug plans, and health benefit plans subject to ERISA, (c) title and escrow, (d) property insurance such as home and auto, (e) pharmacy benefit managers and/or small pharmacy operations. Professional experience answering consumer inquiries and complaints about products, services, laws, or regulations.
